The states and local governments really have no right to control arms. The right to keep and bear arms is a right of the people guaranteed in the second amendment. The tenth amendment covers what is the right of the states which is whatever is not specifically the responsibility of the federal government under the Constitution.

What part of shall not be infringed do our governments not understand.

Per the Second Amendment, "A well regulated militia" was dependent on an armed citizenry; not vice versa.

Quote:
"The said Constitution shall never be construed to authorize Congress to infringe the just liberty of the press or the rights of conscience; or to prevent the people of The United States who are peaceable citizens from keeping their own arms..." Samuel Adams, 1788
