They will share it as soon as developed so that vaccine producing facilities around the world will be producing the stuff at the same time.
There is no advantage to be gained - and a lot of reputation and money to be lost - by withholding a vaccine to cure all of your people first. Your factories won't produce vaccine any faster by preventing foreign factories from producing vaccines at the same time. You will delay others from saving their own lives, but you won't realize any advantage to yourself.
In fact, in all likelihood, you will be killing your own customers and/or suppliers by letting foreigners to continued to die needlessly.
