Most cities won't give a CO for adult entertainment businesses. Definitely not without a public hearing. Can you imagine mamasan standing in front of the city council explaining what her business is?
Zoning restrictions for adult entertainment businesses are tough to overcome in most cities. That is why we see them clumped together in ampville.
Not to mention, most landlords won't lease to them.
And, TDLR classifies the phrase "body rub" as massage therapy. There are a whole list of words and phrases that individuals cannot use in advertising unless they are licensed.
