IMO it was the whole unmasking and forced registration that caused the split, not just the 'we need UN authority to go in and do what we do best' aspect that made C.A. so against it.

Which is one of the reasons that in the Marvel's agents of S.H.I.E.L.D show, i was so aghast that they had that "index" and would forcibly take someone's DNA to put on it , lock you up just cause THEY FELT you might (not have been, but might) be a threat etc..
