I'm pretty sure it is wrong, which saddens me because you've been too long absent from your own game.
Looks to me like Lon Chaney in The Phantom of the Opera (the version not associated with the name of Andrew Lloyd Weber ).

Correct! the 1925 Silent Film "The Phantom of the Opera".
Spanky - you were partially correct.
In the photo, The Phantom (Lon Chaney) is dressed as the Red Death from the Edgar Allen Poe short story "Masque of the Red Death"

No, but I'll count that a good guess (since I wasn't even aware of that entry in Shatner's filmography). The scene is from the 1966 horror film Incubus, noteworthy for being the second feature film to have its script written and performed in the artificial language Esperanto. It was thought lost until 1996, when a French subtitled copy in very poor condition was discovered. SyFy--back when it was still called "The Sci-Fi Channel"--funded the restoration of the film. It's since become something of a cult classic and is available in DVD--if you have a Netflix account that includes DVD borrowing you can get it from there if you're curious.
