SS and Medicare are in the black. That would be a SURPLUS. Those programs need to be adjusted.

Everyone knows (well maybe not EVERYONE) the internet started off as a typical government program, the ARPANET, designed to share mainframe computing power and to establish a secure military communications network.

It's the free market and commercialization of the internet as ARPANET got de-classified, which made it more accessible to the public, that made it exponentially popular.
