Actually the intent is to get money into the economy by putting it into the hands of those who will spend it immediately, often on big ticket things like used cars, washing machines, refrigerators, etc. Or will at least use it to feed their children.

Sadly, most of my clients who get the big refunds - 5 to 7 thousand dollars, which can be about a quarter of their income - seem to feel as if it's their due. Sigh.
