The Supremacy Clause is only invoked where the Federal government has Constitutional authority to regulate an issue. In state issues, the state prevails.

In this case, since there is no Constitutional provision giving the federal government the authority to regulate land entirely within the confines of a state boundary, I think the Sheriff is the law, and the Feds need to back down. I'm with the Sheriff on this one. Somebody has to respect the Constitution one of these days, before it's gone.
