You didn't hear the 'comment' correctly. BHO was speaking about attracting foreign investments not foreign workers. Its well understood that the US has put up too many barriers to entry and foreign investors are starting businesses in other countries now that those countries have stable infrastructures and workers with some level of skill and education.

Nope. You must not work in IT. The infrastructure in many countries has caught up. My Brazilian co-hort resolved a problem for me the other day...while riding home on a bus (company provided) with his laptop (company provided) using a wireless card/ISP provider (company provided).

We've been trying for years to get our company to pay for our at home internet connection because we are required to work from home. Nope. The kicker is that he was happy to continue to work on the problem after hours. A European stops work at 4:30 pm.
