Most do not need it, they are nomadic tribes, Shiita Muslims .

Once they "start the family" how will they support them? Ghadaffi saw power in numbers, he wanted a larger army.

How many medical facilities are avialable in Libya? How many to women? Why do so many children die diring childbirth in Libya. Doctor's does trying to save his opposers lives.
