Lol. No, none that I'm aware of. Ebay and other main-stream online auction sites have a rule that all clothing must be clean, to keep out the used panty/stocking/sock selling. Can't have kink ruining their sites!!!
I would suggest that you send them in a plastic bag for a couple of reasons. First you want them to arrive still, ah, 'fresh'... But you also don't want the possibility of the scent to cause something to happen to them in transit either. Never know when you'll get a postal inspector with a really good nose, or a mailman who just happens to have their own panty fetish.

And yes, do send them in a zip lock bag. That seems to be the packaging of choice.

There is a huge market in Japan for that sort of thing, they pay extra for a "letter of authenticity".
I can amagine there is a bank of women, just like in the Phone Sex Industry, cranking out "soiled panties". Some old Dude thinks he is getting a pair from "sweet Bridget from L.A", when what he really gets is a pair from "old Gertrude in Omaha".
I have several pair from my ATF, I have to furnish them because she doesn't own a pair. I keep telling Her that nothing looks better than Her cute ass in a pair of bikini panties. Gets me going.

I might have to disagree with the "it's not a problem" answer.
I have heard, but I cannot remember the where right now, of ladies getting in trouble for this. I'm going to move this question to the legal forum and see what people say over there!

I agree with Tia, I remember a few years ago that there was an instance of a lady being investigated after her panties (she had sold them via a Website and signed them - they tracked her through the alias she used and the Website's payment records) had ended up at the scene of a crime (I believe it was a murder/suicide on the East Coast if memory serves me correctly) . . . They wanted to question her about intimate details of the victims which, of course, she knew nothing about - but try explaining that to LE when you are a "sex worker".
I'd be leery of having my DNA on something so personal, and having it be out of my control - one never knows what might happen.

I doubt that a person would ever face issues just from sending them, however if that person were to face an investigation for any other reasons they may uncover evidence that she or he has been sending used underwear through the mail and use the above law against him or her. Remember, this is a federal offense and the USPS agents really REALLY don't like people whom they feel are abusing their beloved Service. I DO recall a case where a woman had issues because she was doing exactly this.
If it were me, I would send it UPS or FedEx.
