Given the context... it's not completely clear... but "uncut" could potentially mean uncircumcised.

no uncut means uncircumsized, especially when written "7" FF uncut"

TS use the term post or pre op, not uncut, to refer to the presence of a pennis, it would be extremely redundant to write that you "have a 7 inch fully functional pennis, that has not been cut off"
