Charles, That formula is this: If you file any sort of taxes, own or rent property, purchase/insure an automobile, have healthcare bills or go to a public school or university, they know you're spending money. Current IRS policy is for payment plans you pay the full amount plus interest, which is a fairly low rate. If you owe a large sum they might accept an offer in compromise which is what all the people who advertise specialize in.
