It's going to involve tonnage and who owns the ships (not so much whether the goods are U.S. touching). Most goods may be U.S. touching but most ships and operators aren't U.S. based.
Want a U.S. discount? That would violate the neutrality treaty.
Were ships restricted previously? Yup. Due to drought that forced rerouting, not Chinese influence or ports near the canal.
