As far as who is paying for it, I hope the company that ran the operation has plenty of insurance for when Canada and the US want to recoup some of their costs.

The pieces they retrieved are way to large to be the result of an implosion . The heat and pressure generated on a Carbon Fiber hull would have torn it to hundreds of small pieces. The clip below is a simulation of what most likely would take place. I think it's bullshit what they are showing what was retrieved.
