Probably

The major issue is teh dockworker Union entrenched opposition to any improvement /automation of teh port - to ensure cushy . lazy jobs for dockworkers who don't work.

Union 'labor' - is a misnomer.

The City of Los Angeles runs the port. That probably has something to do with it too.

I’m not on Facebook so can’t see Dilbert’s link. But from what I’ve read the issue is the Long Beach container facility, which formerly was owned by a Hong Kong company. I understand it’s now owned by MacQuarie, an Australian company.
So you’d have to blame Australians. And the Australians, unlike the conniving Canadians, have always had our backs, so that wouldn’t make sense.
