If that's what you got out of the purpose of my relating the incident as was reported to me, then you do have problems with generalizing based on your "LE" education .... while at the range.
So out of the 700,000 LE officers how many informed you of the attitude of the rest of the 700,000 "cops"?
And then you cite a media release on "cop" behavior. If I recall the sleeping driver-customer story you reference ...he was believed to be DWI ... He should have been arrested, processed, and jailed. Why?
My recollection of that film is different than yours. One of the officers was trying to search the guy before he was secured with cuffs, and the 2nd officer didn't get in the fray to take him to the ground until it was out of control. That had to do with lack of training on taking down someone and/or complacent attitude ... the drunk was sizing them up and making a decision he could take them by their demeanor.
In prisons (not generalizing by saying "all"!) the inmates actually train each other with homemade fake pistols on how to disarm an officer who pulls his weapon. They also teach each other about looking for details concerning the officers demeanor, posture, and movements to determine whether or not they can "take the officer" down in a confrontation.
All this feel good criticism, bullshit puts officers at risk. If they are afraid or reluctant to do their job then get another job, but they should quit endangering themselves, fellow officers, and/or the innocent public.
Not too long ago near my residence a drunk, who had been stopped, ticketed, and released shortly before his "final" accident, had a head on collision with a mother and child who perished in the burned up vehicle. That officer, who ticketed and released the drunk, just killed two people. Do all 700,000 officers ticket and release drunks to drive off? Fuck no!

I wasn't generalizing an attitude. Just the overall ability in dealing with the public. It's really not a skill that one can teach. Good People skills is something Police should already posses and often times is lacking. I don't have to interview 700,000 Police Officers to realize it.

See, the difference is the cop doesn't have a "freeze frame evaluation" mechanism in his brain. He has to make a split second decision. Yeah, you don't like that, tough, that's what the law says and it is how the cop should be judged. What I want to see is, back that video up frame by frame from the point he doesn't have the gun in his hand. We know he had it, what I'm not sure of, is at what point did he drop it. If he was facing the cop with the gun still in his hand and he starts dropping the gun at the same moment his hands start to go up, how much time does that give the cop to decide from the time the gun still in hand, starts moving and "then" the kid decides to drop the gun. The rules ask "what would a reasonable cop do if confronted with a person gun in hand and in the same motion of raising his hands, he drops the gun". Not sure what part of a second that would take but it would be infinitesimal to the cop.
It sounds like some of you want to give the perp, the first shot before the cop can respond. Is that what you are saying? If not, then split second decisions come into play and comparing this case to any other case with different facts, makes no sense asking "how about a White guy that didn't get shot unless every single action was identical to this incident".
The cop walks on this one.
You want reform, how about this for reform. Designate the Latin Kings as a domestic terrorist organization and charge every single Latin King member with "felony murder". If not for the kid being in the company of a Latin King who it appears was firing his weapon ( and possibly the kid too ) he would not have been killed. That should be felony murder for him and every other gang member if I was making the law but then the bleeding hearts would tell us, that would put to many "Brown" kids in jail. And every other gang in America should be designated domestic terror groups and the same law applied. Think that would clean up the streets?
How the fuck did we ever get to the point where we say "we have these gangs running wild and there is nothing we can do about it unless we catch them in the act of killing somebody because nobody is going to "snitch".
