If they weren't working you wouldn't be seeing them. If you are searching something that is being advertised then relevant ads are more likely to pop up. If you aren't searching for goods or services that are being advertised you are most likely getting random ads or ads relevant to the last time you searched which may not be of interest to you now so you ignore them.
Now a better question is how much do they cost in relation to the past. If they are less effective then advertisers will pay less for that space. Keywords drive the cost for ad space. Algorithms determine the "commodity" value of keywords based on click rates.
