I think every candidate that lost their election this last time from all parties should sue. I mean that would really make the Russians day. Really what is the chance that any of the GOP congressmen would get reelected if they tossed 2.5 million votes. They knew about ACT 77 before the election but nothing was done about it. To me if you toss 2.5 million votes and I was running for Congress, I would demand a recount. With that many votes tossed all the rules go out the window.

what indications were they knew ACT 77 was being complied?

The ACT 77 amendment to P.L.1333, No.320 was passed in October 2019 with an effective date of April 2020. They could have been uninformed because they were unconcern.
