This is a huge consideration. If you like partying, crowds and drinking, Thailand is one of the best places in the world to hunt poontang. If you don't like any of those it's not quite as interesting.
Smooci is probably the app you're thinking about it. I tried to use it once and was frustrated, the woman kept canceling.
Given your preferences, you might try the massage parlors in Bangkok. There are huge ones, a number on Ratchadaphisek Road, that are comparatively classy and have attractive women. You stand behind a glass and pick a woman by the number she's wearing, and then go to a room with a hot tub. These places cater more to Thai and other Asian clientele.
There are a lot of other massage places, which aren't as upscale, in areas frequented by Europeans, Americans, etc. Many are close to Sukhumvit Road. You will find some attractive women mixed in with the not-so-attractive ones.
If you go I'd encourage you not to try to stick with escorts like the ones on Smooci. Also you should try some of the go go bars in Soi Cowboy and Nana Plaza (two of the famous nightlife districts) even if you don't drink. The beauty of these places is you can meet and interact with lots and lots of attractive women before you make your picks.
Don't know so much about the Philippines - I've only been there once -- but suspect the same applies. It's a place where hunting on the ground makes a lot more sense than over the internet, unless you're looking for a civilian or semi-pro. Then I'd go with the dating sites or seeking.com, not with escorts.
