It's called conducting foreign policy, little andy! One of the chief justifications for US foreign aid programs is that our money gives us "leverage" over foreign countries and governments. Whaddaya think "leverage" means, andy? It means they will be more inclined to do us favors, if asked.
When trump threatens to cut off foreign aid to Honduras and El Salvador unless they stop sending caravans of illegal immigrants toward our borders, is that an abuse of power? Or as you indelicately put it - a "classic quid pro quo shakedown"?
