You are correct prostitution is legalized however you may want to read up here as it pretty much negates the legalization and might also explain why so many French women or prostitutes working in France from the EU have left and are in the courts battling the laws.
French guys are most aware of it, hence their travelling. FWIW the French government does not punish foreign tourists popped paying for sex they let them go they do however take a harder stance against French males and men from the EU. I would agree Thailand is a great destination and there is nothing French about it but is not for me at all nor is Angeles City or other Asian locales but I know plenty of guys who go who know the place inside out and you can do much better than that site and probably actually have more fun hitting all the blowjob bars, picking from lineups, girls in the go go bars, freelancers on Beach Road or the many places in the numerous Red Light Districts the options go on and on.
