They won't. Nobody is going to knock down TOR in all it's possible permutations over FOSTA.

TOR would help. Offshore will help. The problem is the gyrations necessary to have a business offshore and bring the money back onshore whilst masking the identities of the owners. Somebody smart is going to set up a foreign company somewhere in western europe where prostitution is legal and thumb their nose at the US. For existing US operators, unless they are very careful they likely have a problem.
