Yes they are pesos(MXN), next time I will be more specific. $400 (MXN) is the common rate in massage parlor in juarez, some are a little more expensive others can go as low as 200 like Masajes Roma(without massage, just the fun part), but in Masajes roma I prefer the 300 rate, with massage. These two massage parlors(masajes roma and the one in street "21 de marzo") are realy close one of the other, you can walk from one to the other in less than 5 min
