I can think of 300 reasons why not to go back. If you went to a fancy restaurant, thinking you were getting a nice dinner, and the waitress talked to you the entire time, but never brought you the meal, then gave you the bill for the meal, and said, "come back next time and pay again, then you can eat" would you go back to that restaurant?

However, if she lists doing FS and doesn't perform, she is no better than a petty thief. As for your original question, I have never experienced that with any lady I have been with.

I've known some popular ladies who's policy is they won't initiate anything for safety/legal reasons. So it's possible to just talk for an hour if you don't initiate the boinkin part .

There is no way that I would pay a provider up front before activities. Hell, even strippers do not get paid before they dance(s). Basically, prepay is for suckers and it almost never goes well, especially once the provider gets that money, her motivation for seeing you is out the window, then she starts with her ground rules and upselling if you actually want her to get naked, touch her, have her touch you, ect. you gotta pay more!
