But when something starts going wrong, the Dept Heads and middle management send the info up the flagpole to the top, meetings are held and decisions are made. The WSJ says that the Scandal started at the top and the New York Times reports that top administration people knew about it for well over a year.....

They were hiding the scandal from the voters in the swing states of Florida, Virginia, Colorado, and Ohio............had this scandal been uncovered during the campaign, Obama would NOT have been elected.

Ok CC, I think I understand your (twisted) logic now. If, in all of the fifteen or so departments listed above (which each have thousands of employees) there happens to be a problem, then Obama should be held solely accountable for that department's failure. However, if they are not experiencing a problem, I can't recall you ever having said that Obama should be given full credit for that department's success.

Thus, Obama should only be held solely accountable if there is a problem. On the other hand if the department(s) are meeting all of their goals, you do not believe Obama should be given any accolades for a job well done. You, along with COG, JD, Whirly, IIFFY, Cpt J, et al, seem to blend in quite well with your surroundings!
