I will give you the short version so you don't have to listen to this tripe from FOX-19.

The report does not give any specifics about the marathon bombing.

Instead, it goes back to 1993 to the first bombing of the World Trade Center to state that the FBI knew that a bombing was going to occur somewhere and - rather than arrest the conspirators - the FBI wanted to substitute a harmless powder for the real bomb and therefore capture the bombers doing MORE than just talking. They wanted them to take a positive action that would support a conspiracy conviction. It is a fine point of law that if plotters do nothing more than talk, you CANNOT convict them of conspiracy. The conspiracy must be supported by some actual act to further the plot.

Well, the FBI supervisor called off the plan and the conspirators slipped away and, apparently, they or someone else went on to do the actual bombing. The report doesn't say if it was the same guys.

Fast forward 20 YEARS to the Boston Marathon. The track coach of the University of Massachusetts reports that he saw a lot of bomb sniffing dogs and rooftop observers/sniper at the start line and the finish line of the marathon.

There is no attempt to connect the 20 year old story and the bomb-sniffing dogs/snipers together. They just suggest that maybe the FBI knew something again.

Also, the start line and the finish line of a marathon are where the big crowds are. Everywhere else, the people are thinned out. A bomber would naturally attack the start or the finish. So, that is where you put the bomb sniffer dogs and the snipers. Is there supposed to be something sinister about that?

Why do they keep re-posting what the UM coach said? LOTS of people saw the dogs and the rooftop guys. Hell, they even have pictures of the dogs in the streets. So, who cares that the UM coach has to say.

The real question is not whether the FBI knew....of course they did. But, why didn't they tell the CIA?
