Completely wrong on both counts.
Consider what the level of spending today would be relative to that of five years ago if TARP had never been passed. Just back it out and look at the run rates of federal government spending during FY2007 and FY2012, for example.
And the rise in wealth inequality has very little to do with tax breaks and loopholes for the "super rich," which always existed. In fact, they were far easier to exploit to the fullest prior to the 1986 tax reform.
