"On Sunday, Phillips proposed an action plan -- getting Electoral College voters in states won by Romney to boycott the validation of the election result by the December 17 deadline. "The 12th Amendment specifies the quorum or the necessary number of states for the College to act, is 2/3," Phillips wrote. "In other words, if 17 states refuse to participate, the Electoral College does not have a quorum."
Without a quorum to decide the presidency, he continued, the Republican-led U.S. House will decide and presumably choose Romney. Phillips acknowledged such a move would set a "dangerous precedent," but added that "the situation is so grim we really have no other choice.""

as I said in another thread, I would to see what the "college" would look like if done by congressional districts, like Florida and CA and I still cannot find that info

The quorum requirements don't apply to the Electoral College. The quorum only applies if the House of Representatives needs to decide the Presidency.

From the 12th Amendment:

The Electors shall meet in their respective states, and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same state with themselves; they shall name in their ballots the person voted for as President, and in distinct ballots the person voted for as Vice-President, and they shall make distinct lists of all persons voted for as President, and all persons voted for as Vice-President and of the number of votes for each, which lists they shall sign and certify, and transmit sealed to the seat of the government of the United States, directed to the President of the Senate.

The President of the Senate shall, in the presence of the Senate and House of Representatives, open all the certificates and the votes shall then be counted.

The person having the greatest Number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President. But in choosing the President, the votes shall be taken by states, the representation from each state having one vote; a quorum for this purpose shall consist of a member or members from two-thirds of the states, and a majority of all the states shall be necessary to a choice. And if the House of Representatives shall not choose a President whenever the right of choice shall devolve upon them, before the fourth day of March next following, then the Vice-President shall act as President, as in the case of the death or other constitutional disability of the President.[1]

The person having the greatest number of votes as Vice-President, shall be the Vice-President, if such number be a majority of the whole number of Electors appointed, and if no person have a majority, then from the two highest numbers on the list, the Senate shall choose the Vice-President; a quorum for the purpose shall consist of two-thirds of the whole number of Senators, and a majority of the whole number shall be necessary to a choice. But no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.


So the Romney electors can sit on their ass, and it wouldn't change anything. Obama will still be elected.

I do not like anything that turns a very serious business--electing the president--into a bragging rights. I didn't like it when it was endless redefining the rules about what was a "vote" in Florida 12 years ago (as both sides tryed to do), I wouldn't like it with game playing like this.

To what end? to stalemate things? To "get even" for an election that was lost? The Republican message and/or messenger was rejected. Try again in 4 years. I would say exactly the same if the Dems had lost and were pulling the same shit.

It would be nice to see the "leadership" of both parties start treating this more like governence and less like a game.

I hope they try, and that this knot-head Phillips squawks louder and louder about it. Extreme lunatic viewpoints like this is one of the reasons why the Democrats won....and will continue to win in the future.
