Look at the number of personnel employed by DHS (*240,000 personnel). If only half (120,000 personnel) of them are required to train and maintain weapons proficiency, you're looking and millions of rounds needed for training each year. Then multiply that by the number of weapons that each person must train with (pistol, rifle, carbine and more rounds if they are training on submachine guns and machine guns). Finally, there's operational load -- the number of rounds kept on hand to meet mission requirements.

If it's for one year, that equates to less than 1,000 rounds per month per individual for training: Federal Marshalls and Secret Service agents easily use that much ammo per month for training. Furthermore, when using a weapon like the M249 SAW, it's easy to burn through a 1,000 rounds of 5.56mm in a couple of hours. Same is true of 9mm ammo when using a weapon like the H & K MP5. Its simple supply and demand. The US seriously depleted it's stockpiles of ammo by fighting 2 wars.That's why there are all those buy orders see was pointing out. It's not just Homeland. It's all the branches of the military.
They make more money cranking out 5.56 mm and .308 than they do 5.7 mm
