So, there are plenty of hotels of various quality in Juarez, but I would opt for those in the "zono Americano" or as you might guess, the American Zone, which makes it a pretty safe area.
I recently visited a girl at the Microtel which is right next to the Consulate and it was pretty decent. Granted it's not high end, but it's a decent place to stay. The girl I was with had been using it, and it didn't look like anyone bothered her.
I would look on Kayak or other travel site for Ciudad Juarez, anything that says, Consulate or Consulado and it should be in that area. FYI, the Microtel next Friday is like $86/night.

I do want to give you a Cautionary Warning though:
1) Forget the street action. Your are much better off going to a Massage Parlor, Brothel or getting a girl online to visit you. You do NOT want to be out at night. That time has come and gone for Juarez, and it's dangerous. All the old clubs are closed, put it out of your mind.
2) There are some scammers on Mileroticos, that may be gang related. Find a girl you want, ask how much and tell her your hotel. Don't go playing 20-questions with them. Some of them have gang affiliations; they'll "report you" for asking too many questions, and then they will send you some pretty graphic threatening shit and will try to extort money from you. Best bet is to not reply to any messages and move on.
3) Don't announce that you're an American and have money to burn. It's a receipt for disaster if you get the wrong girl. Gangsters and thieves in the US, and they are definitely there too.
4) If you aren't already, get on WhatsApp. Most of the girls use that. Again, common sense, but don't go putting your information like your 1st and last name, etc. on there. If it is, change it.
5) It's cheap to walk across the bridge cost $.50 and then you can get an Uber. Same with walking back across to the U.S., cost $.50 (I think), so don't forget to get like $1.50 in change.
6) Don't forget to add or change your phone or data plan. I use Mint Mobile, and they have an International Roaming plan for like $10 for 3 days.
7) A few girls are willing to come to EP and you can save yourself the trip over, but you may have to pay transportation cost.
Well, I hope I didn't scare or dissuade you. There are plenty of nice girls that will do what you want at very reasonable prices.
