So many questions. Then how can BDD only charge 3 cover? How is this enforced? And why does CB check license what are the doing? I thought it was a county thing as when go to SC in Tarrant county they ask for license, but CB in Dallas county is the only one that requires ID. Why? Are they scanning it into system for what purpose? And btw, if they do in fact supposed to pay 10 per patron getting everyone’s license into system is a sure fire way to ensure there’s an audit trail so they have to pay for every one. BD who knows how many people go in a out, they could lie like waitresses claiming less tips on their income tax. I had no idea of this poll tax.

$5 been around since 2007. Just went to $10 as amanager has told me. I have not been able to verify that yet. Club pays the tax, not the patron. Clubs are required to keep a head count of people entering. The state does audits typicaly from the parking lot. Also, way too low head count for the amount of taxes paid would be a red flag as well. And the club wants to know how many people come in and and at what time anyway.
The club does not have to pass that charge on to the customers. Some clubs just eat it as a way to get more people in the door.
EX: That $3 cover at BDD gets a lot of folks in the door. The club then makes it up on sales. There are a number of reasons they don't have drink specials and charge top dollar for their drinks
A club may scan DL's for a number of reasons. Proof of age check, miss-use of VIP membership, etc.
Quote from Texas state law "Businesses selling alcohol or tobacco are expressly authorized to access electronically readable information on IDs for purposes preventing unlawful sales or establishing an affirmative defense against a charge of unlawful sale."
There are strict limits on what info they are allowed to retain from the DL.
