It is the town where James Byrd was dragged to death.

Beating? She got what any body who is under arrest will get when you start back talking the Police.
That could just have easily have been in Harris County, or Cook County Jail.

The whole thing took place up to the 4 minute mark. At 4 minutes its the camera on the other side and repeating. Making it look like it was round two.
