That does make sense and multiple cities have done this for various industries.
The city of Lubbock, Texas shut down a hotel because of numerous crimes resulting in felonies plagued the police. The city felt by shutting them down:
1. Relief from all the 911 calls
2. Puts the owner, GM and staff on notice
3. Minimizes the cities risk.They can be held liable in negligence for not managing situations like this.
In the case of point 3, the guns stolen are a major liability to the city and the people.
