Why would a lady not give a P411 ok?

I was reading a thread from another city that I visit often and a provider got a less than stellar review and blamed it on the fact that she refused to give the guy a P411 ok. I read the review and while it was not a perfect experience it was also not a train wreck. He even provided a "yes" recommendation.

This got me wondering why a lady would not provide a P411 ok outside of some quite obvious reasons like "he showed up drunk", "he was abusive", "he was LE" or something else equally dramatic. I always assumed the OK meant that he was safe for the other ladies to see. Of course just like with the ladies YMMV and every guy is not a dream date for every girl.

So what are the kinds of things that might make a seemingly ordinary session end up with a provider refusing the ok?

To you and I an "ok" means I saw the person, the session took place, nobody got hurt. In other cities I am finding out that it means other things.

Now that the guys have to request an ok (due to a FEW providers abusing the process), I have heard from more than a 1 guy that they will not request a P411 ok if they do not want to be "associated" with that lady. IDK... weird.. why see someone that you are ashamed to see? This IMO defeats the whole purpose of P411. LOL I think the whole thing stinks. It puts the ladies in a bad place if the guy did not behave with the last lady, but there is no ok or record to question. So.. to answer the question, there must be some behind the scenes thing going on that us "normal" people are not privy to. Maybe he did do something bad..
