Another Inexplicable Cop Shooting
This one is for you LexusLover.
The Dallas PD shot a mentally retarded man. Not sure if it was IBHankering.

He stands up from chair and just .... stands there. Didn't move at all until he was shot by the cops, who looked to be about 15 feet away. FOUR SHOTS. Luckily he was only wounded.
One cop did the shooting. The other one wrote a phony report in which he claimed the guy lunged at them with a knife.
According to the reporter, he had a knife. But he never made any threatening motions.
The cops shot him in less than 20 seconds after getting out of the squad car.

Criminal charges were filed BUT the judge hearing the case refused to sign the order to arrest the accused officer.
He deferred the case to a Grand Jury for possible indicment. Just so you know, cops don't get indicted in the "Great State of Texas"... We'll see

I'm not defending the Officer's actions in this case, having watched the video the shooting didn't look justified, obviously. However, a knife in the hands of someone who knows how to throw it just right can be dangerous. Also, while the suspect initially backed up by rolling his chair backwards, I'm sure they were yelling at him to "get down on the ground" like they normally do, and he stood up out of a wheelchair, which was probably a little disorienting. I read in the newspaper it is SOP to let a grand jury decide on Officer involved shootings. As someone else has said, convicting an Officer in Texas is very difficult. The last time a Dallas Officer was convicted of murder was in the 1970's when Santos Rodriguez was shot Russian Roulette style in the back of a squad car. Rodriguez was about 12 and the cop got 5 years. Let that be your guide.

Cops do get indicted by the State, and then by the Feds on a separate charge. Not all shootings by the police deserve an indictment or a conviction, but it is SOP for the DA to take the case to the grand jury and the Feds look at those cases not indicted, no conviction, and/or a slap on the hand sentence.
