There's a crusade against AMPs in Iowa.

Feminist Mayor of Johnston started the crusade last year, the conservative feminist governor of Iowa is pushing it as "fighting human trafficking", and several cities have banned AMPs with local legislation based off the local legislation that banned AMPs in Johnston last year. Said legislation has also weathered a court challenge successfully and is specifically being copied by other cities for that reason alone.
So, I'd check to see if the Council Bluffs city council is joining the rest of the state in considering banning AMPs at the local level.

One tactic is specifically mentioned in various discussions, landlords are being told illegal businesses offering certain types of services are being run out of their property. Which strongly encourages them to evict such businesses as to avoid charges related to allowing such businesses to be operated on the landlord's property while allowing illegal services (depending on statute, something along the lines of "running a house of ill repute"). I have a suspicion that maybe happening in CB or it is an after effect of absentee landlords shutting down similar businesses in the many cities in Iowa that have passed or are considering similar local level legislation. Landlords are being proactive under the assumption that other cities will be shutting down such businesses in the near future. Not sure if state level legislation is possible or can survive legal challenges. That is also a possibility.
Politics effects every aspect of your life whether you like politics or not.
Someone has to have seen the kid in Kansas advocate for similar businesses that offer similar services and why they should be legal for example.
