This may sound like a silly question, but have you filled out the info on the website that they ask for? I did back in April and later that day got an email asking me to fill out a submission form, which I did, and I was signed up. Though they did say at the time they were only taking a few more clients, but at that time I only had a P411 account and was a HDS client.
