I don't agree with Ripmany on everything but on this he's right. Anytime the police are used as a means to fill the state coffers it leads to abuse. Anytime the police confiscate anything or take in fines and fees it should be used to fill the coffers of the public defenders office.

The Police Dept is not a revenue generation stream.

Laws where violations result in only a fine mean that the law only applies to the lower and middle class.
