I don't think there is a difference. As far as I can see either term can be used to describe penetration using a wearable dildo.

I always thought a strap on was a toy and pegging was the activity, much like a hammer and nailing... But I don't think it matters to much if you can communicate what feels good and what you want.

I thought as you did, that strap-on play could refer to using a strap-on on either a male or female, while pegging specifically refers to a woman using a strap-on to fuck a male in the ass. As far as the terms that providers use, I've seen strap-on, pegging, and toys for boys. I think you can safely assume that all of those mean using a strap-on to fuck a guy, although some providers do have dates with women too, and toys for boys could refer to using butt plugs, vibrators, etc. instead of just strap-ons.
