Congress is not. The Grassley amendment explicitly requires Congress and staffers to purchase policies through the exchanges.

Presidential healthcare for more than a century has generally been performed by the military.

They're only "exempt" from it if they aren't required to pay a penalty if they don't have insurance.

Yes, we are all exempt from having to purchase health insurance. You get a fine but you are not required to pay, all criminal charges and levies are waived and you will never have to pay it (as it is written now). I suppose they'll send you letters or phone calls, but that is the extent of what the gov can do to you.

Congress is currently covered under the Federal Employee policy, a group health insurance plan not unlike other large employers'. The policy is around $1100 per month of which the employee currently pays 30% of the $1100. Congress will receive the 70% currently paid to purchase a policy on an exchange. They are not exempt. The AFFORDABLE CARE ACT is NOT an insurance plan. There are no hospitals, doctors, or clinics that accept ACA. Ted Cruz is covered under his wife's $40000 per year Goldman Sachs plan......isn't that the same company the taxpayer bailed out?
