Sure, from the Romans to the Spanish, French, British and to us now, empires went bankrupt. War is expensive. Ultimately we're not as powerful as we were in 1950 relative to the rest of the world.
We can't afford to wage war in Ukraine, Middle East and on China's doorstep all at the same time, and even if we do in any single of these, it poses danger of global annihilation.
Europe is broke and stagnant. So the fighting would be done by us.
The Global South isn't sympathetic to the West right now. We haven't been cultivating relationships as well as we could have, e.g. Brazil where Bolsonaro was a huge US ally and we helped Lula get back to power, or the IMF system that frankly impoverished foreign masses while enriching their elites. We're associated with it.
So dialogue with one's opponents makes sense. Even the architect of our Cold War strategy George Kennan advocated towards dialogue and cooperation after the Cold War ended.
Trump himself put sanctions on Russia and held back Nordstream which was clearly of great economic interest to Russia. He was not their friend.
