So, there aren't enough real terror threats, the FBI has to invent more. When the government says they stopped so many terror threats, how many of those were ones THEY started?

Not here. Isn't there enough crime to chase in the world without inventing crime plots? It probably boils down to the fact that they need convictions to maintain their terrorist fighting budgets.
