Because the cops don't do much in that area, it being minority and hood-like, and having a lot of motels/hotels and lower tier apartments that are good for cheap incall locations. A lot of hookers are single parents that have to count every penny. Why spend a lot for overhead if you don't have to? Most of the Johns live closer to Houston than further out.
