Why DHS wants to outfit a pipe and drum corps, I have no idea.

I'd REALLY like to see the statutory language in their charter that says they can use taxpayer dollars to do it.

Perhaps they are trying to bring the same tradition to their department that many police and fire departments have had for many years. It has long been a tradition, going back especially to the east coast where many police officers were Irish, for a bagpipe or pipe and drum unit to play at the funeral of a police officer of firefighter killed in the line of duty. And yes, bagpipes are both Scottish and Irish.

Of course, if DHS is planning on making war on the American public, they're going to need a lot of bagpipe units to play for their funerals.
