OK. This is seriously fucked up if true:

IRS agents are - or should be - a bunch of accountants. If someone needs to be arrested, that is what the FBI is for.

What's the conspiracy theory?

In a conspiracy theory, a tragedy or prominent news event that seems to have a conventional explanation is instead credited to some secret plot by the government or some other powerful cabal that is the real agent that caused the tragedy.

According to the article, IRS agents are training with AR-15s. That actually IS action by the government. And, clearly, it isn't a secret since they are training at a public firing range.
