For those who never go to the National Discussions section, there is a thread there about the trouble people are having with P411 today.

Lots of guessing on the first page, and then later a note that Gina is aware and they are working on the problem.

Hmmm.. I didn't have any problems logging in been on since about 11 central time.

This is a DNS issue; some areas/isps will work fine, while others do not. Please be patient while the changes propagate.... and again, I am so sorry for the screw up.
