I am yet to figure out just how the Russian Government works.

I know how it is supposed to work. But there seems to be a wide division in what is stated in their Constitution and what reality goes on.

The truth is, it is close to being a Thugocracy, where power is yielded by one man. There is a mass Cadre of Beauracrats that maintain the everyday functions of government, but the real power is with one man, Putin.
