All the bullshit coming out from the left says that it is but in reality, what was asked of Pence was legal and ethical. Just not done since following the Civil War. That is what the democrats are saying. Legal scholars say that the VP can send it back for a week for the states to get their shit together and resubmit. Even then, just like in 1868, the VP is not required to accept it. Louisiana advanced two different slates; one where freedmen voted and the other all white guys. So the left is supporting (again) the side of racism.
