So, now it seems the Mayor has decided that she will present a non binding resolution to the Council saying, (paraphrase), "the will of the people must be carried out".

Why? With a stroke of a pen, she could put the cameras back in the boxes and send them back to Arizona. Could it be she is simply looking for "deniability" in her re-election bid. I can hear her now on the stump. "I wanted to yeild to the voters, but that mean ole Council and Judge won't let me".

Shrewd politics? Sure is. "Non-Binding is the key words here.

Of course, there is always the danger that the Council, and finally the Judge, will indeed yeild to the Voters will and do what is right.
